For Yahuah will have mercy on Yaacob and will again choose Yisrael, and will set them in their own land. Thus those who held them captive shall be their captives, and they shall rule over their oppressors.

The reversal is complete — those who held Yisrael captive shall become their captives. Those who ruled over Yisrael as oppressors shall be ruled over by Yisrael. The oppressor becomes the servant.
